State Rep. Nancy DeBoer (R-Holland) today expressed support for a bipartisan proposal designed to minimize distractions from cell phones in schools and help students remain engaged in their learning. The plan empowers local districts to adopt rules that best fit the needs of their students and communities.

“Having taught in the classroom, I understand how important it is to minimize distractions during instruction,” said DeBoer. “This legislation allows local schools to strike the right balance between keeping students engaged and addressing real-world needs.”

Schools would be required to restrict cell phone use during instructional time, while retaining flexibility to enforce additional limits as appropriate. Options for local districts include allowing phones on students’ person, requiring storage in lockers, or managing usage by classroom.

“Technology can be a valuable tool in the classroom when used appropriately,” said DeBoer. “This plan emphasizes intentional use so students can remain focused on learning, which matters most.”

The bill also outlines exemptions for medically necessary devices, district-issued devices, devices used for academic purposes or classroom assignments at the teacher’s discretion, and devices supporting special education programs, IEPs, or 504 Plans. Emergency use is also permitted as long as it does not interfere with safety protocols or endanger anyone on campus.

The bill now advances to the Michigan Senate for further consideration.
